All the advice I've read mentions going into Control Panel, Mouse and then Gestures, but my Mouse dialog box doesn't have a Gestures section and only talks about Horizontal and Vetical It is recommended that you back up your personal files before running the Windows repair, to avoid losing any files. It's either windows or an update or something like that. Went into Device Manager and Rolled back to previous driver, but I was also installing new Windows updates as well, so not sure which thing fixed it, but at least it's Check This Out
It's called 'smoothwheel' and it worked well but they must have ungraded it, or I messed up some option and it stopped working on anything of a graphic nature. Then select "Scrolling Region" at the left and select the areas you want to be devoted to scrolling.
